“That this Council condemns the systematic exploitation of migrant workers by employers, agencies and contractors and seeks the rigorous enforcement of the labour laws and standard trade union agreements of the country of the EU to which they are contracted.

That where work permits are required, they be issued to the worker rather than the employer, to prevent the situation where the employee is restricted to one employer who controls their freedom of movement and facilitates the abuse of their conditions of employment.

That those tendering for contracts in EU countries are properly scrutinised to ensure compliance with reasonable salary, adequate working conditions, right to organize and other minimum conditions of employment in the host country to which the tender applies.”

Background

There have been numerous instances of gross exploitation of migrant workers in Ireland and other countries of the EU.
