Resolution passed at the EGP 4th Congress Meeting, Paris, November 11-13, 2011
The European Green Party, united in Congress in Paris, November 11-13, 2011, following the recommendations from its adopted Fit for the Future paper, adopts a procedure for possible review of membership categories, following the adoption of the new Statute and Rule Book.
As a consequence of the adoption of the new Statute and Rule Book, a review process of the current members and observers shall be undertaken under the responsibility of the Committee. This process may result from the introduction of new categories as well as the abolition of the old category of observer. Review can also result when a current Member/Observer Party no longer meets the new membership criteria. The review process will begin from the Paris Congress and will be concluded by the Autumn Council 2012.
Under the responsibility of the Committee a working group shall start a consultation process to evaluate and assess all current members/observers and applicants by:
- Consulting the concerned partner if they strive for a change of categorisation as a result of the change in Statutes, and evaluate the partner on the criteria for Membership;
- In the case of observers and applicants, enter into a discussion with the concerned partner and discuss if, and which, membership category is wished for;
- Draft a report for the Council on the partner concerned stating:
o The (requestfor) new membership category;
o Details of the evaluation and assessment as to whether the partner meets the required category criteria;
o Arecommendationonthechangeofmembershipcategory.
In the case that the working group has doubts that the partner can meet the membership criteria at present, it will propose the most adequate category for that partner, accompanied by a report that should enable that partner to advance further towards the new category.
In the case that the working group has serious doubts whether the partner can meet the membership criteria, it will propose the withdrawal of membership/observership of that partner to the Committee.
In the case the working group does not receive an answer from the current partner, the working group will propose the withdrawal of membership/observership of that partner to the Committee.
